In 2008, following the accessions of Romania and Bulgaria, nothing foreshadowed that Croatia only reach the status of the new State Member taking into account the long list of candidates who are pending to the EU. The talks with Serbia are still in progress, but it seems unlikely to reach more than the status of candidate. EU must currently use other systems to interact with their neighbors, without including such prized membership. The European neighbourhood policy (in later ENP) is emerging as the perfect alternative for that purpose; already initiated and intricate in the Member States, the countries involved agree to it as a negotiation method and means the way to continue redefining the boundaries of the EU.
