The European continent, under the impulse of the events generated by the process of European construction that has led to an extension of the external borders of the European Union towards the East, goes through a process of alteration. No matter which side of the border of the EU are the citizens of the European countries have the right to enjoy the fruits of the well-being, security and freedom. The development of a coherent neighbourhood in Brussels policy becomes an imperative resulting from the need for communication and cooperation between people and countries. Regardless of the view at the external frontier of the European Union, the dialogue at all levels of society through the means of cooperation between universities is a factor that provides the communication required for good neighbourliness.
