The day that the European Parliament voted to approve the creation of the European external action service (EEAS), the High Representative of the Union for Foreign Affairs and security policy handed him “Europe and the world,” speech at the Concert Hall of Athens presented the European neighbourhood policy (ENP) as one of the three priorities of the external action of the European Union (EU). This article aims to examine the collaboration of the newly established EEAS with States members and institutions of the EU in order to promote the interest of the EU in Eastern and southern areas.
